region a region is a phrase established in Linden Labs Second Life. It means a 256x256 meter piece of virtual land. Today it means a piece of virtual land, that is the largest piece of land as a unique administrative domain in the virtual world (you cant own a piece of land bigger than a region). regions have settings (like th ground texture or the manager) that are configured at the region level. In some systems regions can share things like the covenant - this is called an estate, but that does not brake the security or ownership model  nor can you restart an estate.
simulator (SIM) a simulator is the server process that contains region(s) and manages them. The term was introduced in Second Life. A simulator can hold one or more regions. Several simulators can be member of a security domain, a grid.
